剔除各項寬減措施，港府調高香港全年通脹率至百分之二點七，當中食品價格漲幅更是各項消費物價之冠。為了紓緩通脹對市民的影響，本報得悉，財政司 司長曾俊華 有意在明年二月公布的預算案中，寬免最少三季差餉 ，但為免影響整體稅收，無意調低百分之五的差餉徵收率。
　　香港通脹持續，在今年的《財政預算案》中，政府預計在推出多項寬免措施後，香港全年通脹約為百分之一點五。不過，經濟顧問郭國全昨日出席立法會 財經事務委員會時預計，剔除本年寬減措施影響，香港今年通脹率為百分之二點七。他說，當中尤以食品價格漲幅為最，十月數字高達百分之十一點九，不過全球也面對同樣問題，食品價格升幅更達百分之十七點四。
　　深明食品價格漲幅對基層市民來說是百上加斤，正在制訂明年《財政預算案》的曾俊華，正鑽研紓解民困的方法，本報得悉，港府有意在下個財政年度最少寬免三季差餉，若以去年預算案減兩季差餉庫房少收五十二億元計算，在差餉估值上升下，預計寬減三季差餉政府最少少收超過七十八億元稅款。
　　料少收78億稅款
　　在賣地收入、外匯投資收益和稅收超標，庫房水浸下，消息人士透露，港府會研究紓緩通脹的措施，但無意調低百分之五的差餉徵收率，以免影響整體的稅收結構，因為向來減易加難，一旦削減徵收率，在經濟環境轉差時，要調升差餉徵收率便會有困難。
　　對於通脹情況持續惡化，出席立法會同一場合的曾俊華也說，通脹勢頭難壓抑，只能紓緩，如在今個財政年度寬減差餉及租金，令通脹率減少一個百分點。至於會否在明年的財政預算案內，進一步提出寬減稅項以舒緩通脹，曾俊華未有直接回應，但認為稅務寬減有利亦有弊：「可能市民有較多錢，會消費得更多，變相帶動通脹上升。」
　　曾俊華要維持經濟增長
　　曾俊華表示，要保持現在通脹的水平是相當艱難，要視乎如何提高本土生產力。他表示要防止整體通脹率上升，要擴張整體經濟生產的容量，維持經濟增長是紓緩通脹的最好方法。
　　政府估計本港全年經濟增長達到預期的百分之六，但關注美國 次按危機，曾俊華希望提高本地生產力，抵銷次按的影響；又表示本港金融體系相當穩健：「初步可以看到次按對銀行體系影響很微，至今我們的銀行體系非常健康。」另外，曾俊華不認為現時出現負利率，也未有引發資產泡沫，但政府會密切留意。
　　有議員在會上指雖然目前失業率逐步下降，但部分偏遠地區如新界西等失業率仍然偏高。郭國全指，當局關注到偏遠地區失業問題較市區嚴重，政府在這方面亦手改善、如提供交通津貼等，上周亦有與馬會討論創造二千五百個就業職位。
　　低技術失業率下跌
　　郭國全又指現時就業情況持續改善，最新失業率已回落至百分之三點九，其中高技術僱員的失業率僅為百分之一點七，而低技術勞工的失業率亦回落至百分之四點二。他表示隨經濟持續增長初期，低技術行業失業率開始下跌，工人即使未獲加薪，但因市場上的職位增加，可透過轉工來增加收入，或另覓工作地點較接近居住地的工作。
